Your Responsibilities
The Producer Responsibility Obligations (Packaging Waste) Regulations apply if you handle more than 50 tonnes of packaging or packaging materials in a year and your annual turnover is more than £2 million.

If your business is a producer, you must register with your environmental regulator (Environment Agency, Environment and Heritage Service) and meet recycling and recovery targets.

There are three ways of complying with your packaging obligations:

  • Compliance schemes - These involve paying a fee to a scheme that registers your business and meets your obligations on your behalf
  • Individual - You need to register you business, calculate your own targets and provide evidence that you have met them
  • Allocation - This is available to producers with a turnover of between £2 million and £5 million; it means that targets are set on the basis of your turnover rather than the amount of packaging you handle.
