The Waste Management Licensing Regulations require businesses working in the waste sector to register with the Environment Agency for an IPPC permit or a waste management licence that authorises the keeping, treatment or disposal of controlled waste, or apply for an exemption.

Under Duty of Care, businesses producing, carrying, storing or treating waste must meet guidelines to ensure that waste management facilities do not pollute the environment, cause harm to human health or serious detriment to local amenities.

The legislative basis is provided in Part II of the Environmental Protection Act 1990, the waste management licensing regulations 1994, and a number of associated regulations.
